Forcibly displaced persons face multiple challenges in accessing employment, characterized by high unemployment, informality, limited social protection and legal restrictions on the right to work. In many instances, the host populations are confronting many of the same challenges displaced persons face. The arrival of forcibly displaced persons may further distort the perceived availability of jobs, at least in the short term. The PROSPECTS programme has expanded ILO’s presence in forced displacement contexts and helped establish a baseline in relevant policy, legislative and regulatory frameworks across eight ILO Member States hosting large numbers of refugees. Throughout the programmes in PROSPECTS work, the programme has synthesized shared principles across areas of intervention. These principles are accompanied by tips to support programme implementation in forced displacement contexts.
