• Position an EIIP approach as part of national active labour market programmes (ALMPs), either in public works programmes or national employment programmes more generally.
• Encourage the participation of relevant government departments in EIIP planning and implementation (for example, ministries of infrastructure, public works, water and irrigation).
• Include EIIP in public procurement processes and link to public employment programmes or development plans as a sustainability measure. Train national and regional stakeholders in EIIP methods, particularly around labor-based approaches and sustainable infrastructure development to build capacity for independent implementation in the future. For example, the regional bureaus of the Ethiopian Roads Administration (ERA) were trained in the labour-based approach, alongside road engineers from five of the main refugee-hosting regions, so that they were in a position to adopt the technology and labour-based approach independently.
