Guidelines
Draw on the ILO’s technical support and guidance to support government counterparts and national institutions with policies and frameworks for WBL that contribute to national development priorities and plans.
Partner with the national training authority or qualification authority, and technical and vocational education authority, to strengthen the application of WBL for refugees and members of the host community.
Reference the ILO Quality Apprenticeship Recommendation 208 to bring constituents around the same table to discuss quality standards, rights and protection of apprentices.

Guidelines
The selection of sectors and occupations should reflect labour market demand and opportunities that are accessible to forcibly displaced persons, as well as members of the host community. This can be at country level or local level:
At the country level, identify in-demand occupations in consultations and triangulate these with skills maps to pinpoint occupations where WBL would be most relevant. Importantly, these processes should draw on the insight and experience of employers, workers and industry representatives.
At a local level, partner with local chapters of industry groups or representative associations to identify trade(s) suitable for apprenticeship or other forms of WBL.
