Promote ratification and implementation of ILO Conventions and Recommendations containing provisions and principles for equality of treatment between nationals and non-nationals – for example, the Equality of Treatment (Social Security) Convention, 1962 (No. 118), Social Security (Minimum Standards) Convention, 1952 (No. 102) and the ILO’s toolkit on Social Security Standards.
Support adoption of inclusive national social protection laws and strategies that are underpinned by a rights-based approach, as in the case of Kenya, where PROSPECTS supported the formulation of a national strategy to extend social protection to workers in the informal economy and their families.
Ground legal reform, strategies and action plans in social dialogue processes, ensuring relevant categories of workers, including refugee workers, are consulted.

Consider existing social protection assessment tools that support national decision-making processes.
Determine the scope and objectives of the assessment, in consultation with national social protection institutions, government representatives and social partners.
Collect information on the national social security system, including data on who is covered and by what benefits.
Consider the extent to which different population groups, particularly refugees, are covered and identify where there are coverage gaps. Other relevant population groups may overlap with refugees, namely agriculture workers and workers in the informal economy, as in the example of Jordan.
