Guidelines
Engage with national governments at policy level to strengthen awareness and application of cooperative principles and objectives, including principles of equality and inclusion, in alignment with ILO Promotion of Cooperatives Recommendation, 2002 (No. 193).
Position cooperative strategies as contributors to national goals like economic growth, social inclusion and poverty reduction, as done in Jordan.
The revision of cooperative laws and bylaws can be time-consuming and subject to multiple levels of government review and approval. Having a national strategy that is concrete and actionable can be an intermediary step to support cooperative development, which can occur in parallel to the review and/or drafting of laws and policies.
Develop actionable strategies and plans that give legal provisions practical effect. These should prioritize action and accountability. The latter makes it easier for development partners and external actors to channel support in a way that is grounded in assessment of cooperatives’ strengths and weaknesses.
Where it doesn't exist, work towards explicit recognition of refugees’ right to join and form cooperatives in national laws and policies.

Guidelines
Train apex organization staff to become certified in the use of the ILO’s COOP training tools. This can support the organization to become a certified training provider.
Ensure there is a pool of certified COOP trainers in refugee-hosting areas. These might come from cooperatives departments within district or country governments.
Encourage peer-to-peer learning models, facilitated by apex organizations or related national institutions.
